Program of Work - Developed to address the need of the Chamber and the community. The creation of this instrument involves enlightened strategic planning and constant evaluation of the program. The CEO is responsible for developing and directing the process
Chamber Structure and Procedures - The CEO must be constantly attentive to the internal structure of the Chamber, to insure it is effectively geared to function with maximum efficiency and effectiveness.
Income and Expenses - The budget is drafted by the CEO, reviewed by the Executive Committee and adopted by the Board. The CEO is responsible for the general financial operations of the Chamber, including but not limited to: the administration of the budget; the approval of accounting systems, procedures, statistics and type of reports necessary for sound financial management of the Chamber; the purchase of all Chamber equipment, hardware, furniture, materials and supplies; and the preparation and execution of checks for payment of approved bills, salaries and other expenditures.
Membership - The Board and the CEO are jointly responsible for maintaining the membership at a level, which will insure necessary resources to sustain the operation and to carry out the Program of Work.
Staff - The CEO is responsible for the employment of all staff personnel; the assignment of their duties including the delegation of appropriate authority and the authorization of authority to any level of management. Additional responsibilities include the supervision of staff's work; and the establishment, within the framework of the budget, of the terms of employment. The CEO is also responsible for staff development and training to maintain operations at peak performance; conduction of all job performance appraisals required by the Personnel Policy; and the recommendation of the addition or elimination of job classifications and associated salary levels for all Chamber employees.
Interpretation of Policy - The CEO is responsible for the general development and implementation of Chamber policies, including but not limited to: the formulation of objectives and policies of the Chamber; the formulation of short and long range plans; and the recommendation of same to the Board of Directors for approval. The CEO insures that Chamber policy, as established by the Board, is properly recorded in minutes and will assist the Board Committees, members, and the staff in interpretation of policy in relation to any given question or program. The CEO will assist the Chairman in preparation of statements of Chamber position on issues.
Headquarters - The CEO is responsible for the design and maintenance of the headquarters which will provide for an efficient operation and present on behalf of the community an attractive "front door" for the use of Chamber members, visitors, and the community.
Long Range Planning & Coordination - The CEO, through training and longevity is responsible for maintaining continuity and consistency in programming and mission implementation since the Board of Directors is constantly evolving and the officers change annually. The CEO must anticipate emerging and long-range problems and recommend Chamber and community programs to meet such problems. The CEO is responsible for the day to day operations and activities of the Chamber unless otherwise specified by the Bylaws or the Board of Directors and will coordinate of all units within the structure to maximize resources and talent.
